Issue Description
I got negligible tag before 08/07/24 due to not giving updates every 3 days
on 08/07/24 Ankush remove this tag
But somewhere between 08/07/24 and 28/07/24 I again got negligible tag without having any active task.
Expected Behavior
negligible tag should be applied to the dev without an active task
