Add roles when new user is created and allow once to update own roles

Issue Description

When a new user is created then we have to add all roles to their doc with initial value with false and allow them to update their roles only once on their own

Expected Behavior

User roles have all the roles like designer, product manager, maven, and developer to initial value false and allow the user to update their role only once by their own

Current Behavior

No roles are added when the new user is created and only user who have incompleteuserdetails: true can update their roles
