   or https://api.realdevsquad.com/users/search?state=ONBOARDING in this API, bhavika data is being returned

Start by reproducing the users search request at /users/search?state=ONBOARDING and compare bhavika-tibrewal's stored status with the filtering result. Trace the users management search entry point and status filtering logic. Done means the user no longer appears under ONBOARDING when their completed tasks indicate another status, and the dashboard matches the API.
