For websites it should point to https://github.com/perl6/infrastructure-doc/blob/master/hosts/www.p6c.org.pod#administration (though there are many other websites checked that are out of our control)

Release announcements and tarball section should probably describe how to contact release managers.
IMO it's fine to include a static message that is always present. Something like “if there's any problem, please do X”.
