Description

As pointed out in #1698, a new utility has been added called utils.tools._quantized_group, which affords the ability to group floating point values together accounting for relative and absolute tolerances. This utility may be useful in a few different places, so I'm adding an issue here to potentially integrate this further if/when the opportunity arises.
