Description
We've started using typing in some newer code (see especially the UVData and UVCal initializers) thanks to pushing by @steven-murray. We should use them everywhere.

Research direction
Start by reviewing the typing already added to the UVData and UVCal initializers, then survey the rest of the Python codebase for areas not covered. Define a manageable scope before making changes; done would require consistent typing across the selected code and validation that existing behavior remains unchanged.
