Description
- 对目录进行了一定调整，把tools目录放到根目录下了；
- commit 加入了Dockerfile，及其他的docker脚本文件，用于构建和运行docker；
- 在构建的时候，可以把poky clone到smart-build的根目录去进行构建。对README文档需要进行更新，同时建议把
meta-rt-smart/README.md放到根目录。
