Description
AMD recently moved a number of github repos from RadeonOpenCompute to ROCm. Not all, just the ones directly involved with the ROCm stack. Other helper repos may move over time, but for now we need a scan of our source and the places where RadeonOpenCompute is no longer accurate. As an example the README.md references to RadeonOpenCompute should be renamed to ROCm

Research direction
Start by scanning README.md and the source tree for references to RadeonOpenCompute. Check each reference against the ROCm repository move described in the issue, updating only references that are no longer accurate. Done means the affected references use ROCm and the example rocBLAS link points to the new organization.
