Description
I have found this page useful more then once, when trying to link the url to an issue, pull request, comment etc.in a comment on github. These links work both for PRs and issues within the repo that you are commenting on, and also when referencing external repos:

Contributor guide
First steps
- Read the whole issue, then the project's contributing guide.
- Comment on the issue to say you are picking it up — it saves two people doing the same work.
- Fork the repository and make your change on a branch.
- Open a pull request that references the issue number.
Research direction
Start by reviewing the linked GitHub documentation on autolinked references and inspect how this repository organizes shared resources. Done means the autolinking reference is added in the repository's established resource format, with the supplied URL preserved.
Written by the indexing model from the issue text.
