[Feature Suggestion] Option to show action banner directly beneath comment on tap

Description
I'd like to replicate the functionality of "rif is fun" where tapping on a comment would show a banner directly beneath that comment with icons for common actions: upvote, downvote, reply, share, etc, with a 3 button icon to show a popup of all actions.
This behaviour should be optional and configurable via the Settings -> Behaviour -> Comment Actions items. The item could be called "Action ribbon" or "Action banner" or something.
