Update rand_rest and util_rand_rest In Text Equation References

Description
We need to update the internal references from numbers to the jb references such as:
{eq}`eq:one`
When working in the notebook there are no cross-references link this supported so a lot of the time we need to migrate \tag to an equation reference and update the internal links.
