Description
DOCKER_CLIENT_TIMEOUT should be able to be set as an environment variable and used in the creation of the docker client. The default timeout of 60 seconds may be too short for some docker hosts.

Research direction
Start by locating the CLI's Docker client creation and existing environment-variable handling. Make DOCKER_CLIENT_TIMEOUT control the client's timeout instead of always using the 60-second default, then verify that a configured environment value is honored.
