Would be useful to have a document that summarizes the key information regarding regions.

1. What they are?
   1. Possibly just point to cloud doc
2. Why they exist?
3. The region switcher location in the nav bar
4. How data is handled (include info that there are global services like IAM)
5. How capacity is split between regions
6. How systems are split between regions
