Description

Feature Request

These used to be vectorized, but I think I changed to a loop when I was debugging a while ago. Should change them back to vectorized implementations

Research direction

Start by reading workflow/scripts/opts/sector.py lines 327-388 and compare the current loop-based natural gas constraints with their earlier vectorized form. Confirm the relevant constraints and results remain unchanged after the refactor; done means these implementations are vectorized rather than loop-based.
