This bug exists on the develop branch of PyPSA-USA.
The Issue
The operational reserve only indexes over generators, not links which numerous generators are converted to in sector studies. Moreover, the demand is wrong as it is grabbing all end-use carriers.

Research direction
Start by locating the operational-reserve implementation and its handling of generators, links, and end-use carriers on the master and develop branches. Reproduce the sector-study case if available, then verify that reserve indexing includes the relevant links and that demand selection excludes unrelated end-use carriers.
