Feature Request

I think the NPV calculation of capital costs for sector techs was accidentally dropped (or just missed getting added) at some point and needs to be added back in. We should only need to do this once at the top of the add_sectors.py script after we load costs.

Research direction

Read add_sectors.py, starting at the point where sector technology costs are loaded and tracing the surrounding cost-processing flow. Confirm how capital costs are represented before the top-level calculation is added. Done means sector technology capital costs include the intended annualized NPV consistently after costs are loaded.
