Description
Feature Request
When the sector coupling was first being developed, the reeds_state classifier in buses didn't exist, so there is code to fill this in under the STATE and STATE_NAME (particularly in the natural gas network). This should be removed, and everything should be built off the state classifications brought in from the electrical network.

Research direction
Start by locating the sector-study code that fills STATE and STATE_NAME, then trace how electrical buses provide the reeds_state classification. Done means sector studies use the electrical-network state classifications and the redundant filling logic, particularly for the natural gas network, is removed.
