Research direction
The issue names no files, tests, or entry points. Start by locating the existing land-use estimation rule and trace how climate-model inputs are handled. Confirm the intended rule boundary and NREL data requirements with maintainers; done should mean land-use estimation is separated and supports the requested data and multiple climate models.
