Feature Request

The config file currently templates out a parameter for urban/rural gas connection. This needs to get set up. I envision this being a constraint that limits how much gas can be used to meet end-use demand for each sector. For urban areas, this is probably close to 100%, but rural areas may not be guaranteed to have a gas connection
