Description
Feature Request
Include restrictions on land-slope for exclusions in land availability. Would involve calculating land slope from an elevation dataset then applying a mask in build_renewable_profiles to cap the maximum land slope for different types of renewable development

Research direction
Start with build_renewable_profiles, then review the USGS 3D Elevation Program as the proposed elevation-data source. Establish how land slope should be calculated and how maximum-slope masks differ by renewable-development type. Done means land-availability results apply the requested slope exclusions consistently.
