Description
Build into the model industry flexibility from Synergie project: around 9.1 GW that can shift for 4 hours. Build as virtual storage of power 9.1 GW, energy 9.1 GW * 4 h = 36.4 GWh, force state of charge to be zero at midnight (to prevent load shifting over days). Regionalise using the industry electricity demand as distribution key. May want to let the state of charge go negative as well (if load shift starts with a load increase).
Ask Micha or Tom for more detailed CSV on load shifting

Research direction
Start by obtaining the more detailed load-shifting CSV from Micha or Tom and review the issue's virtual-storage requirements. Done means representing the stated power and energy flexibility, enforcing zero state of charge at midnight, and regionalising it with industry electricity demand; the possible negative state of charge remains an unresolved design choice.
