Issue Description

Research direction
Start by locating the CSP incidence-radiation calculation and comparing its implementation with the corresponding PV calculation on the current master branch. Reproduce the reported behavior, clarify the intended normal-radiation result with the issue participants, and consider the work complete when the CSP calculation follows the agreed behavior and has coverage for the reported case.
