Research direction

Start by reading PEP 810 and relating its lazy-import proposal to PyO3’s Python bindings. The issue names no files, tests, or entry points, so locate the relevant import-related API before assessing pitfalls and advantages. Done would require a decided, scoped proposal for any PyO3 modifications.
