Description
Same issue as flake8 once had, see https://github.com/pycqa/flake8/issues/360

Research direction
Start by comparing pycodestyle's exclude matching behavior with the linked flake8 issue. Confirm how .* is matched against the current directory, then verify that hidden directories are included without the . match and that the .?* workaround is no longer needed.
