Description
Transfer of OpenStack blueprint:
https://blueprints.launchpad.net/bandit/+spec/return-multiple-issues
Modify tests and test runner so that instead of a test returning a single bandit.Issue as soon as it is detected, the test can complete and then potentially return a number of bandit.Issue objects.

Research direction
Start by locating the tests and test runner that currently stop when a single bandit.Issue is detected. Read the linked OpenStack blueprint for the intended behavior, then trace how test results are collected and reported. Done means tests can finish and return multiple bandit.Issue objects, with the relevant tests and runner updated accordingly.
