Description

Transfer of OpenStack blueprint:
https://blueprints.launchpad.net/bandit/+spec/return-multiple-issues

Modify tests and test runner so that instead of a test returning a single bandit.Issue as soon as it is detected, the test can complete and then potentially return a number of bandit.Issue objects.
