Description

Discussion from @ktyle and @mgrover1 at today's EWG prompted by some of the upcoming changes in pandas 2.0: the data-formats section of foundations would benefit from new content on generating, working with, and storing tabular data. We can highlight workflows with CSV/excel, Arrow, Parquet, etc. This could also tie to some dedicated "pandas 2.0 for geoscientists" content either here in Foundations or as a new cookbook.

This is a potential hackathon topic and will be included in that planning.
