Description
would be great to have the capability of skipping permerge tests based on keyword [skip ci] in the pull request title.
The goal is to skip unnecessary unit/integration tests when the PR is only about minor docstring revisions.
The contributing guide should also include the details about how to enable this feature.

Research direction
Start by locating the premerge pipeline configuration and the contributing guide. Trace how pull request titles are handled, then document the [skip ci] usage; done means matching pull requests skip the intended unit and integration tests while normal pull requests remain unchanged.
