Research direction
Start with docs/rest.md and the reported 403 when uploading mappings to a locked Wikibase. Trace the documented mapping-upload entry point and determine how login details are expected to be supplied. Done means authenticated users can write mappings to a locked Wikibase, with the behavior documented and covered by an appropriate test.
