Description
Single quotes in c/c++ and some other languages should identify only a single character and not actual strings.
I know the clike component is used by a lot of other components so i'm guessing we should change the components of the languages that use single quotes for singles characters instead.

Research direction
Start with the clike component and the C/C++ language components, then inspect other components that use single quotes for character literals. Confirm how single-quoted characters and strings are currently highlighted, and verify that the affected components distinguish them correctly without breaking languages that rely on clike.
