Research direction

The issue names no repository files, tests, or entry points. Start by reviewing the referenced WinCryptSSHAgent implementation and the linked Windows Hello issue, then determine how Win32-OpenSSH could use hardware-backed ecdsa-sha2-nistp384 keys from the Windows Certificate Store; done means those smart-card-backed keys work with ssh-agent.
