Research direction

Start by reviewing the existing ssh.exe and scp support in Win32-OpenSSH and how command-line utilities are packaged for Windows 10 1903. Done means the repository provides a usable ssh-copy-id equivalent on that platform, with its expected behavior documented and verified.
