Start-EditorServices freezes terminal

Summary

I ran into this issue when my VSCode debugger broke after an VSCode update. After some troubleshooting I discovered that the issue originates from PowerShellEditorServices. When starting Editor services, the console hangs on a never ending blinking cursor.

Start with the reported Import-Module path and Start-EditorServices commands, reproducing the freeze in a normal terminal and through VSCode 1.96.0. Collect startup output or logs, since the report includes none, and identify where Editor Services stops responding. Done means Start-EditorServices completes without leaving the terminal at a blinking cursor.
