Description

When SkipSigning is set to True the release build does not succeed. It incorrectly uploads the signed zip file artifacts to the build artifacts. This causes failures down the line in the build.

Research direction

Start by locating the release-build logic that handles SkipSigning and uploads zip artifacts. Reproduce a release build with SkipSigning set to True, then verify that the correct unsigned artifacts are uploaded and the build completes successfully.
