Research direction
Start by locating the PSUseDeclaredVarsMoreThanAssignments rule and reproduce the reported '$global:DSCMachineStatus = 1' assignment inside a DSC resource. Confirm the rule no longer reports this global or environment-variable assignment, then add or update coverage for the example; the issue names no files or tests, so project investigation is required.
