Description
Consider an extensible model for rule severity categories.
It would be good to have another „severity“ level named „Performance“, to eventually being able to also submit rules that point to performance issues, and ultimately providing autofixes that would increase script performance.

Research direction
The issue names no files, tests, or entry points. Start by locating how PSScriptAnalyzer currently represents rule severity categories, then determine the scope of an extensible model that adds a Performance category and supports future performance-related rules and autofixes. Done means the proposed category model and its future autofix direction are clearly defined.
