Research direction
Start by reproducing the failure with Invoke-Formatter and the supplied Get-Content -Raw and Set-Content commands on PowerShell 5.1. Read the EditableText.GetNumNewLineCharacters and GetNewLineCharacters stack frames, then inspect the Formatter.Format path. Done means the reported mixed-line-ending input is handled without the ArgumentException and the behavior is covered by an appropriate test.
