Research direction

Start by reproducing the supplied Install-PSResource Az.Billing and Uninstall-PSResource Az.Accounts sequence, then trace the Uninstall-PSResource dependency handling for Az modules. The change is complete when uninstalling a module required by another installed module refuses to remove it and reports the dependency, with regression coverage for this repro.
