Description

PowershellGallery should use an ID Prefix Reservation system similar to the one used by Nuget.

This would make it easier to see which packages are owned by vertified organizations or open-source projects. This would also make it easier to find all packages from a project-- and not have to worry about deceptive package names.

Research direction

Start by reading the NuGet ID Prefix Reservation reference linked in the issue, then inspect how PSResourceGet and PowerShell Gallery represent package identities and ownership. Done means defining and implementing a namespace or ID-prefix reservation system that makes verified ownership and project package discovery clearer while reducing deceptive names.
