Microsoft.PowerShell.PSResourceGet version 1.3 is not discovered as DSC resource and module not found

Prerequisites

• Make sure you are able to repro it on the latest released version
• Search the existing issues.

Steps to reproduce

When I try to run and install DSC from PowerShell Gallery resources using new module I got error
