Description
Prerequisites
- Write a descriptive title.
- Make sure you are able to repro it on the latest released version
- Search the existing issues.
Steps to reproduce
When ACR is configured to cache resources from MAR, *-psresource will return not found. ORAS.exe is able to pull the artifact. It seems the difference might be the tag?
Expected behavior
Command returns success

Not found

Research direction
Start by reproducing the reported *-psresource lookup with ACR caching resources from MAR on PowerShell 7 and PSResourceGet 1.1.1, comparing its behavior with ORAS.exe. Inspect how the cache handles the resource tag, then verify that the resource is populated in the empty cache and the command returns success instead of Not found.
