Description
Summary of the new feature / enhancement
Per discussion with @SteveL-MSFT a --all option for dsc resource list would behoove the development of https://github.com/microsoft/bicep-types-dsc since we generally want all the resources available, and right now I'd need to ask DSC "what adapters are there?" and then for each, rerun the list command specifying each adapter, and then reapply the transformation logic.
Proposed technical implementation details (optional)
See where I would use it here: https://github.com/microsoft/bicep-types-dsc/blob/26367c81719e0d5ff8850cb21988faa51b6cf481/src/main.ts#L168-L177

Research direction
Start at the implementation of the dsc resource list command and trace how adapter-specific resource enumeration is handled. Add a --all path that includes resources under every adapter, then verify that the command returns the complete resource set without requiring separate adapter invocations.
