Summary of the new feature / enhancement

Per discussion with @SteveL-MSFT a --all option for dsc resource list would behoove the development of https://github.com/microsoft/bicep-types-dsc since we generally want all the resources available, and right now I'd need to ask DSC "what adapters are there?" and then for each, rerun the list command specifying each adapter, and then reapply the transformation logic.
