Description
Summary of the new feature / enhancement
I thought I had opened a similar issue, but couldn't find it. The idea is that similar to the Assertion resource, this Collector resource always performs an export. The information returned would be used via reference() for other resources for other types of operations. Like a set might want to give all users read access to something, so the Collector would enumerate the users which would be used later as the value of a set.

Research direction
Start by comparing the proposed Collector resource with the existing Assertion resource, then trace how export results are consumed through reference() and by set resources. Done means the Collector behavior and returned information are defined well enough to support those downstream operations.
