Summary of the new feature / enhancement

Enable users to author a complete DSC v3 configuration similar to the old configuration keyword in that you run the ps1 and it generates a valid JSON/YAML config that can be used directly in DSC.

Research direction

The issue names no files, tests, or entry points and explicitly requests an RFC. Start by defining the proposed DSC configuration authoring workflow, including how a PowerShell script produces valid JSON or YAML, then investigate the mentioned dynamic .NET types for IntelliSense and AST conversion of scriptblocks; done means an agreed RFC that specifies these behaviors.
