Summary of the new feature / enhancement

As a user I want to be able to specify if this specific adapted resource returns either state or stateAndDiff. Currently its inherited via the adapter manifest.

Proposed technical implementation details (optional)

Add two properties to adapted resource manifest to allow resource authors to specify state or stateAndDiff for set and test operations.
