Description

Raw note from triage:

Oh yeah our log location does't work on windows at all. We should also have log folders/files per run by time stamp. It's really hard to go through if you run multiple times.

Research direction

No files or tests are named. Start by locating the logging setup and run initialization entry points, then reproduce the current log-location behavior on Windows. Done means logs use a working Windows location and separate timestamped folders or files are created for each run.
