Description
problem
tl;dr pasting a github PR URL auto-converts to a chip, which is usually good, but:
- bad when you're trying to paste in as a skill input for example
- also seems like the general paste chip is taking over sometimes instead of the custom PR one?

Research direction
Start by reproducing the reported paste behavior for GitHub pull-request and issue URLs, including pasting them as skill input. Trace the frontend paste handling and compare the general paste chip with the custom PR chip. Done means the intended chip is selected consistently and URL pastes do not unexpectedly convert when plain input is needed.
