Description

Feature request

Juraj suggested that we add a banner that says something like "responses won't be collected until you launch your survey" or "start collecting responses today!" Apparently product analytics has something like that.

Current state

Right now, this is what a pre-launched survey looks like

Research direction

The issue names no files or tests. Start by locating the Survey Draft page and reviewing its pre-launch state and the referenced product-analytics banner; done means a banner appears for unlaunched surveys and communicates that responses are not collected until launch.
