Description
On a graph we should be able to set preferences for how to interpret the timestamps inserted into raphtory. Current list includes:
- We should be able to specify the magnitude of the unix timestamps (seconds/milliseconds/etc) which have been ingested - such that "1 day" in rolling etc works with seconds
- We should be able to specify if the user wants the output of the new history object to be epochs or datetimes.

Research direction
Start by reviewing the graph timestamp ingestion path and the new history object API described in the issue. Define how timestamp magnitude affects rolling-window interpretation and how callers select epoch or datetime output; done means both preferences are supported consistently.
