Description

Delay draws that cross 13.33% at FY2026 push a state's start to FY2030, keyed to the FY2027 rate — which the simulator does not model, so those paths contribute USD 0 to shown expectations (disclosed in caveats). The rung-2 legs (Microcosm FY2026/27 margins + admin anchors + reweighting + engine repricing under FY2027 parameters, including the estimated USD 59 threshold) close this: simulate the FY2027 measurement and price FY2030-keyed bills.
