Description

Every dollar figure (expected FY2028 bills, tier steps, election savings) is share × the state's FY2024 QC-weighted issuance estimate — no caseload change, no allotment growth to the billed year. Admin actuals (FY2025 published; FY2026 through April) and the Microcosm FY2026/27 path are already built as margins artifacts; anchor billing levels to admin FY2025 × forecast path for the billed year, and until then label every figure 'at FY2024 issuance levels' (app + paper).
